<jats:p> Testing the effect of business reply permits versus stamped envelopes on the return rate for mail surveys shows that even though stamps still produce a significantly higher response, the differential between the two options appears to be diminishing. The dramatic effect of recent changes in business reply permit rates on the cost effectiveness between the two alternative return mail forms is demonstrated. </jats:p>
