The institutions of the European Union and their functions have a supra-national democratic legitimation. The subjects of this legitimation are the citizens in the European Union as European citizens and as citizens of the member states. Because of the supranational construction of the institutions of the European Union this two sources of legitimation cannot be substituted by other forms of legitimation. |
