<jats:p> This essay contrasts the failures of technocratic planners with the wisdom of citizens embedded in lived space, and it argues that the successful reconstruction of New Orleans depends on mobilizing the knowledge of local residents. For this reason, a more democratic process should replace current efforts to plan the future in the absence of the city’s poor. </jats:p> |
